issue query

Retrieves an Issue by its graph object id: the triage record for a policy violation on one graph object, which users move between OPEN, IN_PROGRESS, and IGNORED with issueUpdate. An issue opens when a policy rule fails against an object; an OPEN or IN_PROGRESS issue resolves when a later evaluation passes, and a resolved issue reopens if the rule fails again. Every graph object lists its issues through issues; find them across the organization with graphSearch on the ISSUE object type. Returns a not-found error when no object has the id, and an error when the id belongs to another object type.
