Convert values between network byte order (big-endian) and host byte order for correct comparisons and storage.

| `len` - [`Uint32!`](https://wartiva.com/api-docs/types/uint32.html) | Length of the data to operate on in bytes. |
| `size` - [`Uint32!`](https://wartiva.com/api-docs/types/uint32.html) | Size of the data to operate on in bytes. |
